That depends on how rigidly you define necessary. However if FDR knew that the Japanese were going to attack Pearl Harbor, keeping it secret until after the attack was not needed to get the country into WWII. I am not a big fan of FDR (he expanded government to much for my taste) but if he did conceal such information and he let all of those sailors die in order to get support for entering the war then that would make him more of a traitor then a hero. The only way I would consider voting for some one who had done something like that is if he was in a close race with someone like Stalin.
