yet we chose to support Yeltzin who was changing the constitution whenever he wanted to and who opened fire on the congress when they chose not to agree with him. Democracy?

Life in Russia now is more difficult for many than it was under the Soviets. Does that mean we shouldn't have assisted in the fall of communism?

As far as US foreign policy is concerned, if we do anything, we should help our friends and hinder our enemies.

In case of Haiti, Clinton did just the opposite, Clinton overthrew one regime, and installed another with a lot of enmity to the US, and completely uprooted the country.

The new regime happened to be darker skinned black, compared to the old one (still black though), which means a lot to one segment of Clinton's supporters, and it was a way to pay them back for their support of him (with money from US Treasury of course).
