Adam, RE: What restrictions, if any, is Intel (or any company) under regarding their stock buyback program this close to the earnings announcement?

I am not positive about this, but I think that there is a 2 week closed window both before and after earnings.

I'll check on that tomorrow.

Re: buyback program

No restrictions on buyback unless they are self imposed by the company. Many companies will not buy back stocks during their quiet periods but there is nothing legal or regulatory the prevents them from doing so.
