The fascis (singular) symbolizes both good and evil, then. Correct? It is an ancient symbol of Roman authority that was corrupted by Mussolini and his stooges. It is indeed telling that the portrait of FDR adorns the heads side. He was, by necessity, one of the two most authoritarian presidents in U.S. history. No. 1 on the list would be Abraham Lincoln who, also by necessity, put many civil liberties on hold during the Civil War.
