I already explained that setting aside too much money for debt reduction would be recessionary, by suddenly reducing aggregate demand. In any case, Gore is busy cooking up massive new spending, thus increasing the federal intrusion into everything. Bush has a better balanced program: some tax relief, some new spending, some debt reduction.......

What GW Bush says come across as fair. But it is not. People have varying incomes over varying periods of time. So the tax refunds are likely to go to someone who will be making more money when the cuts are in place, regardless of the fact that they might not have paid as much taxes "during the time when all tax payers were paying more taxes".
Paying down the national debt is fair treatment of all the tax payers of all spectrum. Once that is done, than the focus should be towards fair taxation policy. Till then status quo is good along with paying down debt.
