Remember, he said "convictions". It couldn't be Clinton because birds of a feather flock together. Even though this administration is undoubtedly the most corrupt in modern times, given the lying, stonewalling, 5th Amendment pleading, wagon circling, and general refusal to coooperate in investigations, there have not been as many convictions as might have been in prior administrations where the President himself was not leading the corrupt. The Reagan administration leads in cabinet indictments:

Henry Cisneros, a Clinton HUD cabinet official, was indicted in December of '97, but none of the felony charges stuck. Prosecutors could only get him to plead to a misdomeanor relative to money payments to an ex-girlfriend.
