I agree with you, and I prefer state control rather than federal. As long, of course, that such legislation does not conflict with each citizen's own "moral" or religious stance. To the extent that "public funding" or the "poor" might be required, I would go so far as to give each citizen the right (just as we have now public funds for Presidential Elections, which each tax payer select if he will let some of "his" money go for that purpose.) to direct the tax collector to assign or not assign some of his funds to this purpose. I can fully understand the position of a tax payer viewing abortion as "murder" (which I do not) having moral problems with his taxes going to fund that activity.
