Nixon's Administration still wins, and Clinton, I believe, exceeds. Espy was indicted, and Cisneros plead guilty to perjurious statements to the FBI.....<<< Espy, and Ron Brown were found not guilty. Cisneros pled to a misdomeanor charge having something to do with money and an ex-girlfriend. Only Republicans have pardoned their own. Democrats haven't done this--although they did let Reagan off the hook!
