You could do that with most charting software. You can do it in MetaStock, AIQ, TechniFilter, etc. In Quotes Plus, you can probably only output it in a scan. In TechniFilter, it would probably be coded as

10-day RS (C/<~OTC~>)A10
50-day RS (C/<~OTC~>)A50

You just create amoving average of the ratio.

AIQ also comes with a Relative Strength 12-25-9 MACD.
