That is, of course, true. There are certain instances when a gun restriction is necessary and if it is found that the "hero" was in fact a felon or trafficking in illegal weapons or such, absolutely he should be prosecuted. But somehow I doubt that "as a discretionary matter" he will be let off. I don't know why that individual had an illegal weapon. Maybe he was carrying the weapon for protection and the weapon belonged to a friend, I have no idea.
