Personally, I'd rather see the government subsidize the Unix server industry than the oil industry, even though I still have many ties to the latter. I'm a little surprised to hear you advocate using American tax dollars to provide subsidies to a particular industry, especially one with as global a reach as oil.

The only real way to encourage domestic production in any big way is to let the (domestic) prices rise.

JMHO.

"BTW: they are trying excessive taxation in Europe right
now in order to "teach" Europeons how to conserve
energy (like gasoline)"

That's the excuse. However, they know that the demand for oil is very price inelastic and that taxes have little impact on consumption. Having realised this, they have found it an excellent way to raise revenue. European govts are quite socialist, in fact our right of centre politicians are probly more left wing than your democrats. They love to decide how to spend our money for us and how to look after us and make sure there is no incentive for us to work or think for ourselves.

If they dropped taxes on fuel they would be shafted when it came to paying for all their "programmes". They might also have to build some decent roads and stop investing in diesel fume spewing buses that clog up the cities.
