Public funding requires merely that money be provided by "the public", or to be accurate the government. To provide for food to poor people from starving did the government setup government food distribution centers all over the US? No it introduced food stamps. To provide higher educationfor veterans did the federal government open schools specifically for that purpose? No the GI bill was created, and money went to veterans to use at universities which could be state funded or private.

To compare the food stamp program is like comparing the construction program of a house vs a hi-rise office bldg.....in other words, there is very little to compare.

However the rules for the food stamp program are very much the creation of the federal gov't and people are resticted to certain food commodities. But the gov't did not go out and establish a food distribution system to accommodate the program because of several reasons:

1) There is a distribution in place...they are called supermarkets.

2) The food stamp program is considered to be a temporary form of assistance.

3) The program serves a very small percentage of the population.

Whereas the school voucher program is a new program that will most likely :

1) Prompt the development of a duplicate school system.

2) become a permanent program and will have far reaching ramifications for this country.

3) Require a whole new level of gov't bureaucracy to oversee and evaluate the new schools being created.

4) Effect a large number people as well as their chidren.

5) And the list goes on.
