Jim, I think that the 2% is a "phony number" or "Fuzzy math". A lot of the money we pay (2/3?) in payroll taxes is paid out to current beneficiaries, only about a third earns interest (probably at 6%), so it look as if all the money we pay as payroll taxes earns only 2%. The same will apply to the 2% (1/6 of the 12% in SS payments) that Bush intend to "invest" at 19.32%. I think it is dishonest to treat numbers in this fashion.
