That's the way it's supposed to work.

netscape history must be able to access my CMOS somehow in order to know the 'timing' of my computer clock.

Any Windows application can find out the time by making a systems call. It doesn't access CMOS directly, rather it asks the operating system about the time, and the operating system accesses CMOS when it boots up.
