i'm not sure if you're serious...in case you are, i actually think this limit makes a lot of sense in terms of making the streets safer. it has been imposed in Europe quite a while ago, and with success.
there's always a trade-off between a new regulation and its potential economic consequences, but limiting the amount of blood alcohol allowed for driving a car has not had any discernible economic consequences in terms of alcoholic beverages sales in Europe. however, the taxi industry clearly profited.
