In MPR, Feb. 2000, William Worley of HP and Jerry Huck of Intel argue, "Code profiling is only slightly more important for IA-64 code generation than it is for an OOO processor." So I don't think IA-64 programs need to be profiled, any more than programs compiled for regular OOO processors need it. But for performance optimization, Worley and Huck argue that even OOO processors only perform their best on profiled code. It won't be much different with IA-64.
