I'm not so much into the conspiracy theory of it all, but I do believe stock shorting is as much a revolving thing as is buying. I'm sure many who shorted at 60, 40 or 30 have covered and are kicking themselves for doing so too early. As one person covered another shorted just as buying and selling take place on the way up.
