I think that is actually a comment aimed at an item of headwear, rather than an actual trait of any particular race. If the comment was aimed at Muslims in general, it could encompass, to name just a few examples, Iranians, Arabs, Egyptians and Indians. That is quite a number of different races. I think the comment was maybe "fashionist" or even "religionist" but certainly not "racist". There is enough tension in this situation without you trying to create an extra problem where a problem does not exist.
