I am more concerned about what effect on share price it will have. Both short and long term. How is it done? Is it like a secondary offering? Why did EXTR go up so steadily in the last 45 minutes of trading? Is this a coincidence? Shouldn't such an announcement have had the opposite effect?

Hi Tim: Yeah, they will absolutely stun everyone with their earnings. Price will soar and a split needed yet again very soon.

Of course their news clip also gave a few reasons in the next to last paragraph in your post. Hum.... sounds good to me but I do like their low float for volatility being an options investor.
