It would seem one could infer from this that the various Globalstar Gateways are not capable of sharing "non-Globalstar subscriber" data between them

I have used my UK Vodafone SIM on both the "GSTAR EU1" gateway in France (when calling from the UK) and on the "ELSACOM AV" gateway in Italy (when calling from Sardinia). This means that at least those two gateways can access the Vodafone GSM home location register OK. I can see no reason why the other gateways should be any different.
