Because in most cities using that kind of verbage is a euphemism for rat infestations, especially in DC where they are some big 'uns.. Just having a bit of fun, Cosmic... just having some fun..You would also probably say people aren't animals. Well I beg to differ. They are animals and they respond in much the same way. No actually, I would subscribe to that notion when it comes to the most basic instinctual foundations of our nature. But I also would subscribe to the prevalent belief among animal behavioralists who state that once an animal has drawn human blood, it will develop a taste for it. For that reason, it must be destroyed. Feral and domesticated animals have a tough time living together in harmony. If we consider violent criminals as feral humans, I would suggest that they should be segregated from the domesticated population, or if appropriate, put to death for the good of society. Btw, please note how I emphasize the word "violent". I'm not talking about non-violent crimes, the perpetrators of which can certainly be considered redeemable and a lower risk to society than those who have already demonstrated they are capable of murdering others for criminal purposes. Also, I would like to believe that most of my thoughts hold their force under the concept of "universal truth". I have a few extreme views, but I certainly am capable of compromising to a certain extent, as we all should do. But some people's belief systems seem to bear no resemblance to reality or the true nature of mankind as an animal. Those who advocate that capital punishment is beneath the status of a civilized people, seem content to wage war upon others. And war is nothing more than legalized murder on a massive scale. All I am saying is that social order is a fragile, constantly shifting, balance between freedom and order. It's nice to have our heads in the clouds thinking about how life should be, but we need to keep our feet on the ground and in touch with reality.
