NTT is ready for DSL rather than moving directly to fiber. But that's a cabinet-level government decision that hasn't been made yet.

Cabinet level decision? There is no chance for a technology that depends on Cabinet Level (ot the EC in Europe) decision to survive. Unless one believe parlaments are places to discuss Last Mile technologies.
