Frank - OK, I think I see the error in my thinking. What you're saying is that any network's capacity, starting out as overbuilt, becoming overloaded, enhanced and overbuilt again, throughout its life, is an elastic constraint.

Which only makes sense, now that you point it out. It is a mistake to view any networks's capacity as static.

Still, looking at the possible futures, one can foresee a case where a content provider, for instance, says ' I need a databahn, carrying 'x'
(giga-, tera-) bytes, with 'y' latency, guaranteed, 24/7, from here, to there.'
Given the steady drop in fiber buildout costs, why wouldn't someone build that, or carve that non-elastic demand out of their existing capacity?
