Whitewater was a mountain out of a mole-hill. They were cleared after many years of witch-hunting. That was a deal long ago tinged by the S&L deregulation debacle (a historic bill Reagan signed for his cronies to be able to milk the government for their high-hog ways, Neil Bush also a beneficiary) which in the south particularly also hooked in some major democrats. Whitewater was very small cheese and the Clintons lost money on it. Teddy Kennedy's wife's father was a democratic judge in Louisiana who was a "crook" in the scheme. So it crossed party lines but was originated by the powers behind Reagan. I don't know if Ronnie efven knkew what he was signing.
