Per CNN story - National debt clock dismantled. Showed footage of it ticking backwards before they took it down for the first time ever. Credit Rubin-Clinton for that. A tax cut would have it going back up fast. All borrowed money remember.

Ish, you need a better paper. Try this page -- publicdebt.treas.gov

You will notice that some months it goes up, and some months it goes down. Largely the result of seasonal variation but the trend is down.

Of course this is total federal public debt and includes a lot of trust fund holdings.
