When oil is cheap is when you should be working on things like conservation (and building Strategic Oil Reserves) because you are enjoying a respite from high prices. Bad for your neighbor, short-term, and I understand that!

I don't know anything about heating with oil ... all my life I've used gas or, briefly, electricity. Do you know if all he did was sell the oil, or did he also sell the equipment that runs it too?

To sell people on conservation when energy is cheap is a very, very, very hard sell, but that is the vision that I expect government to carry. They are to be creating policy for when no company's business plan is doing it (typically 5 years tops!) It would be nice if they actually could do that once in a while.
