I think he is assuming what seems a better opinion to him between a plan or an accident. I don't think he had the actual proof. I think in his contextual frame...even reason evolving out of natural law, would be considered an accident. Presumably, non accidental is reserved for something that extends from reasoned thought. Hence, when rationality appeared, it could not have derived from itself, not being capable of being antecedent to its own existence. This is what I think he meant. If reason did not come from reason, then it came from random.
