Actually, you just answered your own question. If the company had delivered, employees would make money on old options granted at higher prices.

However, in situations like this, you do want to provide employees with new options to help incent their performance going forward. Otherwise, all you incent employees to do is change jobs.

When options are part of your compensation package, having them become worthless is an extreme opportunity cost. Believe me, every employee at Apple right now is accutely aware of this fact.
