I called the company today. They confirmed that the total O/S went to 18M when the vend-in of Viapay was completed. Prior to that it was an empty shell. They say there's around $4.5M in the bank and considerably more coming. They are in discussions with several banks in Asia, North America and Europe regarding the use of their system, most household names. Small-cap listing happening as well, will have to wait for the next 10Q which is apparently underway.
