Maybe the Korean Operators want WCDMA because it buys them time. Why should these companies be excited about starting another huge network buildout? They are all deploying 1x. They would probably like to see some killer applications for high speed mobile wireless, before they deploy 3G. What will initial 3G roll outs provide that 1X doesn't. The Korean operators can sit back and watch NTT DOCOMO take the risks associated with deploying and debugging a new technology, while they continue to generate revenue on their existing IS95 based networks.

Just a guess.
