I think you might be a little confused here. TMG is a manufacturing group, while IAG is mainly a design group (among other things). Pentium III is already well into its manufacturing and production phase, while Pentium 4 will soon be there. On the other hand, Foster will be coming some time after Pentium 4, so there may still be some design issues to be worked out (i.e. chipsets, additional processor features, etc.).

Ramping up production is TMG's responsibility. Designing and making sure the darn design is bug-free is IAG's job. Of course, there is a lot of overlap between the two, which is why Mike Splinter must work closely with Paul Otellini to coordinate plans.
