Investigators, meanwhile, are still searching for a motive in the case and as a result have not been able to settle on any one of five possible statutes that might have been violated, a senior law enforcement official said. The five statutes are: interstate transportation of stolen property, theft from a federally funded activity, mail fraud, lying to an FBI agent and a Watergate-era statute making it a crime for someone working for one campaign to pose as a member of another campaign. The FBI also has interviewed some Democrats, including Downey and Michael Doyne, a Gore staffer in Tennessee who was suspended by the Gore campaign for claiming to know of a "mole" in the Bush campaign.
