Speaking just for myself, Street, no. I don't think loans or school scholarships are "gov't aid," even though strictly speaking they are. But then, so is using the Post Office or driving on paved roads.

Christopher makes an excellent point, though. Gov't is so entertwined in our lives that we often don't even know the extent of that intervention.

I would not unless I knew it was coming from tax dollars. Indirectly, I suppose, you could argue that it is subsidized by tax dollars because it is given in part for a tax deduction. But a) that's tenuous at best, and b) the donors would have more to give if taxes were not so high, so arguably the tax system reduces available private scholarship funds. Harvard University thrived for centuries before there was an income tax and therefore a tax deduction.
