This looks like that operators that implemented GPRS without buying spectrum would go to the limits. Operators that bought spectrum will work out a price structure that would put a cap in the data carrying capacity of GPRS.

Thta is if I am a subscriber for GPRS in Pilzen if I roam around and go to Munich there my data capacity would still GPRS and not, say, EDGE. Hence the cap in the data ytrasmission.

Guys, I am just thinking louder. Perhaps this loud thoughts hold not water.
