No one knows what is causing the fluctuations in ozone density. It may be coincidental at best to carbon dioxide increase. In any event no one will stop using fossil fuels and no government will be able to stop them. The pseudo scientists who get the ear and voice of the press love to jump to conclusions that this or that is the cause. And, of course, the implication is always what you should be doing to stop the implications of their stretched statistical correlations. You can't put much credence in what they say.

I would consider that as good news. It's also ambiguous. How does an amorphous quantity like a diffuse gas not have width and depth commensurate at least relative to previously measured dimensions? The only explanation possible is vortex flow in gas dynamics much like a hurricane which has an eye. If the hole which is due to the coriolis force has a density distribution different than the norm in the plane, it is reasonable to conclude that cyclonic wind forces are causing the angular velocity to encourage the ozone free volume to separate from its embedding mass causing the ozone depletion to be disproportionately lower at the eye but by the continuity equation higher in the cyclonic flow. They need to measure the cyclonic density of ozone in ever greater radii from the eye and integrate it across the differential tangential wind velocity in 2 + 1 dimensions.
