Smear, I went back over my notes from the CC and my recollection is that Balter used the "three weeks" comment when discussing the T negotiations. I forget the exact words but in essence, he was saying that he was not going to negotiate with himself or in public and that he would have something to say "in three weeks" or "in a few weeks" or "something to say soon". Something to that effect. That is one of the reasons I am contending that we don't get the full picture until November (maybe the end of October if lucky).
