I was a Social Service worker in the 70s and for two years I was in charge of the the placement of the deinstitutionalized in my community. I served on the placement board with MHMR, the Health Dept, and the local workshops to coordinate the "return" of these people, some of whom had been in the hospital for most of their lives, to independent living.
As you say, it was a terrible thing that happened-- a disasterous, misguided, ill-conceived program. But it was way before Reagan.

Deinstitutionalization had its roots in the 60s, when JFK, whose sister suffered from mental illness, pushed for the creation of the Community Mental Health Centers Act, whose purpose, he believed, was to somehow "prevent" mental illness and also enable hospitals to release patients into the community. Unfortunately, prevention not being realistic, the emphasis fell on the second goal, decreased numbers, and this is what led to the ultimate disaster. Blame can be placed on both parties- the Democrats who voted for it as a civil rights cause and the Republicans who saw it as a costsaver.

However, it all happened long before Ronald Reagan was elected in 1981.

No, congress cut appropriations and authorizations that may have resulted in closing down facilities. The demolibs controlled the house during all of Reagan's and Bush's presidencies. They controlled the Senate for most of those 12 years also.knc
