I cannot say with precision. Bush acknowledges that China is a strategic rival,and therefore I assume he will act accordingly, and tighten up the technology transfer regime. The main thing is that I trust people like Cheney, Powell, and Rice to take a more hard- headed approach in advising the president and administering foreign policy.
