Possible threats include biological warfare with the smallpox vaccine, and anthrax- that's a BIG possibility since terrorists probably have these diseases in their tool kits. Are YOUR vaccinations up to date? I know your smallpox vaccination isn't. You want something to worry about- worry about that.

You have to be prepared for more then merely the likely missions, but for possible threats as well. Possible threats include having to fight two wars at once in different places of the world. Possible threats include ballistic missile attack.

Another consideration. Having just enough to have a decent chance to win is not ideal. If you have more then sufficient forces available then your chances of winning are greater and victory can come sooner at a much lower cost. Wars that drag on because both sides are close to equal usually result in a lot more deaths on both sides.

I think it's sensible to prepare for all threats within a reasonable level of probability. If you prepare for anything that is possible you may bankrupt yourself trying to defend against a fantasy.

It is also worth noting that it is often more cost-effective to provide military aid to an ally, or to put some resources into alleviating circumstances which breed instability, than to pile up armaments.
