What difference does it make if it is VOLUNTARY.

I have no idea what "the plan" in fact is since he's done such a poor job of articulating it...and then there's that pesky issue of where the initial 1 trillion to get it off the ground will come from.
Where do people come up with these figures? The govt. would just have to reduce the contributions of those who VOLUNTARILY want it, by 2%, or if you prefer 6 1/4%, and then that person sets up an SSIRA. Big effin deal.
Let's just throw a number out there like ONE TRILLION DOLLARS and have people say oh we better not do that. Yea let's let the govt. set something up like Gore proposes. No thanks.

The real point is that Bush is intelligent enough to look for creative solutions to our Social Security dilemma. On the other hand, Democrats such as Al Gore, are ruled by fear. Fear of giving people the freedom to make their own choices, and fear of changing the current system by disempowering government bureaucrats.

Fear is the paradigm which rules the Democratic Psyche. Fear of change. Fear of creative solutions, and fear of liberty and freedom vs state control.

Today's Democratic party is the party of status quo. Forever gripped by their fear of change. They are the quintesential government bureaucrats.
