In '85 I had gone around DC and was 22 miles past the Beltway headed home, 7:30am, and I noticed the tires weren't turning on the cars on the inbound lanes.

The Beltway is fine if it's not rush hour, which begins around 6 a.m. and ends around 10 a.m., then begins again around 3 p.m. and ends around 7:30 p.m. if you're going with the big flow, into D.C. in the morning, out in the evening, shorter if you are going against traffic. Here in Northern Virginia the big bottlenecks back up where I-95 and I-495 merge, the famous "mixing bowl," which demands nerves of steel and a car in perfect working order, and it's helpful if your guardian angel is paying vigilant attention. If you drive in the middle of the day or at night, it's fine. Non-rush hour traffic usually goes very fast, 65 to 75, and if you go the same speed as the rest of the traffic, you won't get a ticket.
