A generation change requires an infrastructure change and is much more than just a manufacturing ramp for the processor. A new chipset, new motherboards etc., are required.

It takes a while for the market to adapt to this change. And in current times this takes about 18 to 24 months.

The Athlon is the first AMD processor where AMD had to develop an infrastructure. In the past, AMD processors were compatible with an Intel socket so AMD was able to take advantage of Intel's infrastructure development.
