Carolyn, you don't have the browser bars at the top? I think that's the only place IE allows them. Wish I could SEE your screen. On mine there's the standard button bar at the very top, then the address bar, then the links bar at the bottom of the top.

Under tools>internet options>advanced you'll find a check box labelled 'search from the address bar'. Maybe that must be checked?
