I think the issue is cost/performance. I'm not sure that having routing code on each device will provide better or more services than having it at the edge of the network. I'm open to correction here. Today service delivery comes from servers and caching engines that are in the network so it seems to me that routing code on a CE device is an unnecessary cost with zero benefit. That is the user will still be required to access a network element to get information... routing code on the device doesn't add anything to this equation. It's an added cost with no benefit.
