There really is quite a bit of money which can be construed as "on the sidelines," although I think that expression really means money that people are waiting to invest in the stock market, and who knows? But the most recent ICI estimate is over $365.5 billion in money market, CDs, and savings account at the end of August, 2000. That doesn't include Treasuries or municipal bonds or any other kind of bond. I'll look for that and try to add on edit.

Edit: I see the Federal Reserve has the info but I'll have to wade through it.

There was an article in the San Jose Mercury news about
companies like Intel and Microsoft selling put options
against their stock. They made a lot of money the last few
years doing this but this year that practice is costing them. They also cited other companies like Adaptec etc
following this practice. We are now seeing stocks selloff
even after posting good numbers example RBAK so we might not get the year end rally this year.
