I would say that it is even handed, although Bush scrapped the voluntary approach and supported mandatory emissions standards. Otherwise, as the article says, both candidates were accurate, it depends on which stats are considered significant.

I did think this belied your characterization of Bush's role in the Byrd bill:

"Mr. Bush never said during the legislative session whether he would have signed the proposed legislation, but he did not push for its adoption."
