its kept in a trust fund for that individuals use, correct? Thats the same as paying someone the money, just like an employer match on my 401K.

OK... I get the impression that you don't think there is anything inherently wrong with this... but I do, and my guess is this issue of "allocating 4k per kid, whether they use it or not" is what is killing the bill.
