You can get to these options by clicking the tools, clicking Internet Options, and then clicking the Advanced tab,then checking the scrolling box.

On my machine, smooth scrolling is apparently set in registry following this clickstream:

HKEY_LOCAL_MACHINE/Software/Microsoft/Internet Explorer/Advanced Options/Browse/Smooth_Scrolling

Apparently, default value of 1 on mine enables smooth scrolling

Warning!
Don't mess with registry without backing it up first.
