OT - I lived in Pittsburgh when the air was cleaned up. It was done by exposing the US steel industry to foreign competition. This lead to closing most - if not all of the big old steel mills. Before that the industry and the unions joined to oppose every effort at cleaning up the mills.

The number of operating steel mills in the Pittsburgh area reached close to zero a few years.

So, the reason it was cleaner was the lack of the steel mills and their smokestacks.
