<power consumption of P4> Intel only gave power for the 1.3 and 1.4, and that was 36 amps at 1.7v and 39 amps at 1.7v, respectively. So 1.5 GHz would be 42 amps at 1.7v, assuming that the voltage doesn't have to go up, or 71.4 watts.

1.6 GHz, if it needed an extra 0.1v would be at 80 watts at least. We don't know whether the transistors in the P4 will suffer from the same speed degradation at high temperatures or whether they will work fine all the way to 90 degC, but I suspect that if they haven't changed the process, they will have the same problems at high temp, which is really due to the notched gates.
